In einem von der Allianz pro Schiene, dem ACE Auto Club Europa und dem Zentralverband Deutscher Seehafenbetriebe (ZDS) unterzeichneten Begleitbrief zur gemeinsamen Verbändeerklärung an Bundesverkehrsminister Wolfgang Tiefensee heißt es “Wir möchten Ihnen mit der Verbändeerklärung ausdrücklich den Rücken stärken”. Der von Tiefensee am 14. März dieses Jahres vorgestellte Entwurf des Masterplans befindet sich zurzeit in der Ressortabstimmung und ist in den vergangenen Wochen koalitionsintern und von einzelnen Verbänden massiv kritisiert worden. Das seit geraumer Zeit diskutierte Instrument einer “Performance- and funding agreement” würde die Finanzzuschüsse des Bundes für den Erhalt des Schienennetzes an den Infrastrukturerfolg koppeln. Dies wäre nach Ansicht des Schienenbündnisses ein deutlicher Fortschritt gegenüber dem bisherigen Verfahren, lediglich den korrekten Mitteleinsatz zu überprüfen. “Nötig ist eine mehrjährige Bereitstellung ausreichender Mittel zur Finanzierung der bestehenden Infrastruktur, eine Erfolgskontrolle der investierten Steuergelder und die Vereinbarung von Kapazitätskriterien für die Schieneninfrastruktur”, Pro-Rail Alliance, said Dirk Flege, managing director in Berlin on Wednesday.
